Update Working Group Roles and Organizational Governance

Kubeflow WG Leads - We need to review and update the Working Group Roles and Governance, and Membership rules for the following reasons: 1) we are promoting new members to reviewers, approves and/or leads 2) we need to understand the rules and terms and communicate them consistently 3) we need to understand if any changes need to be made before the CNCF transition.

I left some comments there. I recommend taking a look at what other successful projects have defined the roles. For example, the Argo project governance has proven to be working well for us.

Thanks @terrytangyuan. Kubeflow has similar roles/responsibilites and we can map them easily.

Also, I like the process how activity/inactivity is measured as well. Since we don't have access to CNCF stats, we have to wait a bit there

Thank you @jbottum for bring this to our attention. After reviewing the existing docs, my inputs are:

1. Make sure the requirements for promoting a reviewer, approver, subproject owner include Sponsored by existing WG Lead. https://github.com/kubeflow/community/blob/master/wgs/community-membership.md
2. Clarify how approver/reviewer, which are github codebase roles in OWNERS file, map to WG chair/tech-lead/etc roles defined in https://github.com/kubeflow/community/blob/master/wgs/wg-governance.md#roles.
3. Maintain the rest of doc the same as right now to avoid disruption to current WGs.

Note that we should still have opportunity to make changes to the WG structure after donation to CNCF.
