Conformance tests for Kubeflow

I think we will want conformance tests to establish a clear, technical understanding of what can be expected from a conformant distribution of Kubeflow.

One question that comes up immediately is whether a conformant Kubeflow distribution should require a conformant distribution of kubernetes?
