Add related issues / possible duplicates

A lot of time people file issues without searching to see if there is an existing bug already filed.

It would be great if the bot could optionally comment on an issue pointing out related issues.

Example kubeflow/kubeflow#3659 - Calls out the fact that the IAP enabler pod is crash looping This issue is mentioned in kubeflow/kubeflow#3628

What if the bot could automatically detect this and add a comment in #3659 to check out #3628?

This is definitely doable and could be straightforward from the embeddings we are already generating from the Issue-Embeddings microservice. I'll put this on a project board
