Optionally tag issues into projects based on assigned label

I think it would be highly useful if people could specify a GitHub project to tag issues into based on the label.

This would make it easy for people to take advantage of GitHub projects for triaging issues.

Newly tagged issues would go into the TODO column. Humans could then use that column to track which issues still need to be manually reviewed and move them to appropriate columns.
