LabelBot should look for configuration in orgwide .github folder as well

The label bot should support org wide label remappings by looking for a label_bot config YAML in a .github directory for the organization see: https://help.github.com/en/github/building-a-strong-community/creating-a-default-community-health-file

These mappings should then be merged with any repo specific settings.
