Can only crop raw image using right corners or right side (Nikon NEF file) after opening

I open a raw image file (NEF), click to edit it, then go to crop the image. Using any of the handles, besides the right corners or right side, you can not crop. Only after one of the right corners has been moved, the other handles (top, left, bottom, and left corners) will work. This does not happen with JPG files.

I do not see this behaviour with NEF's from my D600. What NEFs are you using, and what desktop OS?
