Use More Recent Versions of osmo-sdr and gr-osmosdr

The last tagged releases were 5 and 3 years ago, respectively.

Would be nice to follow a more stable commit in git.

For osmo-sdr, move away from using the tarball. This can be accomplished by switching to git. However, because the software/libosmosdr directory is not the root directory, our build system gets messed up. Create a git patch that will move the contents of software/libosmosdr/* to the root of the repository before building.
