Function "check_enable_mode" is invalid on Cisico device type when device name contain character "#".

Like Ruijie device, the command hostname can modify the device name to any other character like "F2#1". And like huawei device, the command sysname can modify the device name to any other character like "F2#1".

When the device name contain character "#", the function "check_enable_mode" always "True".
