Annotation tool not loading last selection.

The annotation does not remember the last tool selection.

To Reproduce Steps to reproduce the behavior:

1. Open ksnipo and make a screenshot.
2. Change annotation/effect to anything other than none.
3. Save the screenshot or close ksnip completely. (should not be running in background)
4. Open ksnip again and take a snip.

At this point ksnip is expected to load the last annotation tool as stated below:

• Arch Linus: Manjaro xfce "Ornara"

Actually not a bug but a feature. Image effect is not an annotation tool, there is no logic to save it yet but I do see the need there.
