introduce <ab> for paragraph-like things at Level 3 or 4?

We don't currently say what to do about paragraph-like things in a text that you don't consider to be actual paragraphs. While P5 allows <ab> for this, we don't say what to do about such things. Should we introduce <ab> (which is actually allowed by the schema for Level 3 and maybe 4 (haven't tested)) for this purpose?

Marking as "dormant" to be dealt with in a future revision of the BPTL.
