Upgrade golang to 1.22.12

Motivation

The upgrade to golang 1.22.12 addresses CVE-2025-22866 RHOAIENG-19620

All unit tests pass

The go-toolset image does not have the v1.22.12 version available yet... will change to draft until it is available
