It appears the only remaining tracked issue here is the `===` and `=!=` strategy.

This and #870 look like the same issue (or at least the same class of issue). Arguably they should be tackled together.

Marked deprecated in https://github.com/typelevel/spire/pull/1067, this ticket could remove it. I'm not sure about versioning strategy in this repo though.

Propose to merge with #27

This could be a holding ground for #689, #708, and #709.
