Installing plugin fails

I'm trying to install the plugin but get met with this message:

Attention: Plugins are binaries written by potentially untrusted authors. Install and use plugins at your own risk.

Do you want to install the plugin Usage Report?> y Looking up 'Usage Report' from repository 'CF-Community' 7917056 bytes downloaded... Installing plugin true... FAILED exec: "C:\Users\****\AppData\Local\Temp\true": file does not exist

My colleagues experience the same problem.
