embedded low-res fallback image in report notification mail

Is your feature request related to a problem? Please describe. When an image is deleted, report mails no longer can load it so it is unclear which image was removed afterwards.

Describe the solution you'd like Adding a low-res fallback image directly encoded into the mail as base64 to give an idea of what kind of image was reported/removed.

Describe alternatives you've considered not deleting images -> wastes space with potentially waste images always embedding full-res images -> large email

Additional context Whenever an image is reported, an email is send to administrators to check on this report. This email contains fancy html content , including the image in question, embedded with a link.
