App didn't generate Root CA(Windows 11)

When I configured the libertytunnel plugin in spoil sni mode and closed and reopened the program, no certificate was created in cert folder. And when I click on start server button, this error is shows up:

idk what is wrong that doesn't allow ca don't generate.
