Add workflow to clean up new lines and trailing white spaces

With PR white spaces and new lines are not checked with pre-commit action. We want to ensure white spaces and new lines are cleanup when the PR gets merged. Need to add a script/action to cleanup when merging the PR before docker images are pushed
