Read receipts only register from other fluffychat users

Bug Description

Read receipts only seem to show when the user who read the message also uses fluffychat. Using another client shows the real number of read receipts.

Steps to Reproduce

1. Go to a room to view read receipts on both fluffychat and another client
2. notice the discrepancy in number of users shown to of read a message on the fluffychat client

Expected Behavior

Fluffychat should display the same number of read receipts.

App Version

1.19.0 (same on previous versions though)

I can still reproduce this on FluffyChat 1.27.0, pixel 4. As in, none of my contacts use FluffyChat, and I see no read receipts whatsoever.

Isse still seems to be there. On Version 2.2.0 of the android app I cannot see read receipts on chats, in the same chats I can see read receipts on element X android, and element classic desktop. I didn't see any seeting that would have 'disabled' showing these.
