[title] (Initial) sync never completes, stuck in sync -> loading loop

Bug description

originally, i was seeing fluffychat burning cpu and data (at some point i got a warning on my phone that fluffychat by itself had eaten 50GB in the background in the span of a few hours) after an update, it no longer synced at all tried uninstalling, clearing data etc, logged back in, sy;nc just spins for 30 seconds, goes to "loading" and starts over i get push notifications just fine but those bring me to "You're not a member of this room"

Steps to reproduce

1. log in
2. sync never completes, app lags a lot

Expected behavior

sync completes, im able to hold a conversation

App version

1.16.x(?) - 1.18.x

Additional platform info

Samsung Galaxy A31, android 12

additional context

• issue originally showed itself as fluffychat eating battery and data in the gigabytes per hour range, at which point i wiped app data and started seeing this behavior
• issue predates database rewrite
• homeserver implementation (conduit/synapse) does not appear to make a difference whatsoever

Needs more information as I still cannot reproduce it. Have you tried a different account on this device?

I have the same issue with Samsung a30s on android 11 Apparently it's something to do with memory?
