Per-room option to hide membership changes

Feature Description

Add a per-room toggle to hide membership changes, which is currently present in the general settings

Rationale

Bridged rooms do not appear as "public rooms", which is why the global setting doesn't apply. Especially rooms bridged from IRC are basically unreadable unless you want to scroll through hundreds of membership events.
