config.json is ignored

Bug Description

I have placed a config.json in the root of fluffychat to change default server but it is ignored and I still see matrix.org. I have checked with browser console and config.json is fetched with customized default server.

Steps to Reproduce

  1. Deploy fluffychat instance in a server
  2. Place a config.json in the root with a customized default server.
  3. Open fluffychat instance in your browser and see that default home server is still matrix.org

Expected Behavior

Customized default server when we open fluffychat instance.
