Add .Net6 compatibility to USB64

Description

Adds a .net6 build for default compatibility with Windows 11 and linux. Drops .net5 from CI as no longer supported. Fixes CI build of sample ROM (using compatible version of docker image and libDragon version).

Makes it easier to use loader out the box with VS2022.

Tested with local build.
