Make sure the vulkan/vulkan.h header is found

Since Archlinux has the vulkan/vulkan.h header in a separate package named vulkan-headers, the vulkan dependency may be found even without the correct header being present.

That sounds like a distro issue. Why allow .pc files to be installed without the headers that go with it?

I agree, if the .pc file is found, the vulkan header should be available.
