Steps To reproduce--

1. Log in as an admin. 2. Click workflow inside the settings. 3. Create a workflow for the update leads stage while lead updating ** 4** Do not add any condition for the action.

Expected result: The workflow is not working if we are not adding any condition for the action.

Actual result: The workflow should work if we are not adding any condition for the action
