Accessibility: how to embed metadata

From discussion with Tony and Nick, there is RDF metadata and some other standards that could be helpful. When rendering notebook we will want to add metadata in-flight so that screen readers consuming markdown cells for reading have good experience. The same goes for exporting the notebook to HTML or another format.
