Is part of kenlm still under GPU-3?

While the LICENSE file indicates kenlm as LGPL license, there is still a COPYING.3 file which specifies it as a GPL-3 license. This has an impact on its usability since that is a strong copyleft license.

Can I confirm that the code in this repository is the same as what is specified in the LICENSE file?
