build(deps): upgrade cli-utils to 0.37.2.

I'm not so concerned with this package itself, but when it was last upgraded (to 0.36.0) that actually downgraded a bunch of other packages. This re-upgrades those packages back to newer versions.

I double checked that packages were only upgraded here, no downgrades.
