update kyaml/cli-runtime/k8s dependencies

kpt project is due for updating the kyaml dependencies. I made an early attempt to update kyaml, kyaml/api with but I am afraid this has ripple effect requiring update of cli-runtime and k8s. So instead of blocking this for current kpt release, I am filing this tracking issue so that we can update all the deps and have enough soak time on the main branch to test the new deps so that new deps go in next release.
