Errors from one repo cause all to fail

Expected behavior

Only the one bad repo should be unavailable.

Actual behavior

If one repo returns an error, the entire rpkg command fails. Similar issue in Porch UI.

Information

See #3391, but also have a valid repo registered. You'll be dead in the water and not able to access any packages from either repo.
