Add clarity on inventory policy prevented actuation Error

Expected behavior

More specific error, or potential to force apply changes.

Actual behavior

Error unclear as to what the problem actually was.

Information

As discussed in Slack, I was running kpt live apply and it keeps giving me the following error inventory policy prevented actuation (strategy: Apply, status: Empty, policy: MustMatch) and not applying any configurations. Running kpt live apply --inventory-policy adopt applies the config but not sure why it's giving that error, I tried with a fresh kpt package and getting the same issues, ditto for kpt live migrate . kpt version: 1.0.0-beta.17

Steps to reproduce the behavior

Haven't been able to replicate yet, has just occurred the one time.
