Get DevStats up and running for Kpt

Describe your problem

We currently have very limited data in terms of the project health outside of Google Trends, GitHub insights, and GitHub star history.

Proposed solution

We should set up an instance of DevStats for Kpt. Since Kpt is not a CNCF project it's unclear whether the upstream project will allow us to leverage their instance to host our data so we may need to host our own instance until the point (if we do decide) to become a sandbox project. DevStats provides really useful data that shows how a project is trending better than what github metrics currently provides via insight or github stars history provides.
