Device status during startup

During homebridge startup can you implement to read bulb status ( curent power and color status). Also a regular ping to check the status after specific interval or some satellite function to receive any change update. Because if i changing anything outpf homebridge (using alexa or wiz app) then same is not updating in homebridge.

There is a ping settings labeled refreshInterval.
