This patch enables the cl_khr_subgroup_shuffle extension.

Hello, just FYI, I have a subgroup_shuffle support patch for CLSPV project https://github.com/google/clspv/pull/1498, which is under review at the moment. Feel free to wait until that patch is merged before merging this one. Many thanks

FYI, this patch needs to update the clspv submodule once https://github.com/google/clspv/pull/1498 is merged.
