Support SPIR-V consumption on Windows

The SPIRV-LLVM-Translator required for SPIR-V consumption currently doesn't build for Windows and upstream doesn't test on Windows.

  • [ ] Get upstream to test on Windows (https://github.com/KhronosGroup/SPIRV-LLVM-Translator/issues/726)
  • [ ] Re-enable support
