Provide offline binary flow

  • [x] Build option to disable compiler support. Only creating programs from binaries is supported.
  • [ ] Provide offline tools to compile programs to clvk binaries.
  • [ ] Tooling to run with online compilation, capture binaries to a cache/archive that can be re-used with an offline build of clvk.
  • [ ] Documentation and examples.
