Why glg changes log level after SetWriter call?

Hi I'm trying to add log file support in my app. The program first of all sets log level (by calling SetLogLevel) After that it changes mode to BOTH and sets writer The problem is that after the second operation log level is set back to debug Is it expected behavior?
