feat: support i18n

closed #445, #460

  1. Add support i18n, defaults to your browser languge. and fallback to English.

  2. Specify the locale from hash params

    eg.

    http://localhost:8080/website/index.html#model=assets/models/MultipleMeshes.bim$locale=zh-CN
http://localhost:8080/website/index.html#model=assets/models/MultipleMeshes.bim$locale=en-US
