Surrogate pairs conversion req in u16_u8 and u8_u16 fuctions

In the src/hunspell/csutils.cxx file in the u16_u8 and u8_u16 functions surrogate pairs capability are not supported yet, The Windows API supports them.

use little endian macros instead of specify some processors

There are in hunspell/w_char.hxx fille used for detecting little endian architectures with specified procs. It would be better used direct little endian checking macros.
