[Feature Request] Sync local folders to cloud

Is your feature request related to a problem?

Currently, the local folders are not synchronized in Cloud.

Describe the solution you'd like

Make them sync. When a user makes local folders Kotato should upload the kotato-settings-custom.json to Saved Messages (or to a custom channel chosen by the user). When the user adds or deletes folders/chats, the .json file is modified accordingly and updated in Cloud. When the user installs Kotoato on another device, Kotato checks in Saved Messages (or the channel indicated by the user) for config file and downloads that file locally, and applies settings.
