klock-locale not available for mavenCentral

library https://mvnrepository.com/artifact/com.soywiz.korlibs.klock/klock-locale is not accesible on mavenCentral, but only on jCenter which is deprecated

klock-locale is not required anymore. Now locales are availables as part of klock itself in the package: https://github.com/korlibs/korge/tree/48936da02c77bfceeeb9546d0954b3809789d2a4/klock/src/commonMain/kotlin/com/soywiz/klock/locale
