Update the section for parameters based on the actual behavior on NTS-1.

Small updates about osc parameters.

It looks that the 1 offset on typeless value will be applied only when the minimum value is 0. e.g. a 10-20 range will be displayed as-is (10-20).

And there looks 100 offsets on percentage type values as well, only when the minimum value is negative. e.g. a a [-30,20] will be passed as [70,120] = [-30 + 100, 20 + 100].
