Enable offline usage

As developer, I am working offline in a local project. I would like to quickly craft an ADR without using GitHub. Would that **additionally** be possible?

- In: `Chosen option: "prefer community-driven open source solutions".` - Parsed: `Chosen option: ""prefer community-driven open source solutions"."`
