This is a GTA V tool, I'm sure if someone wanted a tool for RDR they'd have 
done it by now, I think the file formats are slightly different given the age 
gap between RDR and GTA V. OpenIV can open RDR .awc files to a limited degree, 
you might wanna try that:

It's a shame the development of SparkIV has stopped, that was probably closer, 
but it was for PC versions of GTAIV only, the cryptography is different between 
platforms.
