Create new group from current members

Useful e.g. when you want to create another group after the owner left it. Take the current members and create a brand new group.

Why doesn't simply someone else become the group owner?

I think that's a good idea, maybe the creator should be forced to mark the new admin before he can leave the group. Also I'd like if it could be possible without leaving the group.
