Issues with Nether Portals, Scaffolding & Glow Berry Vines

Issue description

The issues I am experiencing on my server are as followed:

• Players unable to stand on top of Scaffolding
• Players unable to clime glow berry vines
• Players who come through a nether portals located on the nether roof, sometimes, fall through the bedrock and suffocate
