1.17+ Players freezes when they right click with items

Issue description

While testing on a 1.16.5 server with a 1.17 client. If you hold an item in your hand/offhand and you right click while falling down. You freeze in the middle of the air. You also freeze while you're running and right click. I used /aac exempt <player> and the bug went away.
