Transition to a Service for polling

It just makes sense, and services aren't as scary now. We can start off by just having the service start and stop onCreate and onPause (or onDestroy, figure out the lifecycle), no need to set up an IBinder interface just yet.

This sets us up to add notifications for arbitrary strings (set in preferences) shortly down the line.
