Research, and improve, policy for granting FDA access on macOS

We have a customer question about granting FDA access to our agent. They notice there's both a launcher binary and a Kolide app, and it's not clear which is which.

The launcher binary is an ancient legacy thing that predates the app bundle. If possible, we should endeavor to not need it any more. And then update our various docs
