Batched - SVD: adding test submitted in issue #2557

This test should hangs when the tolerance is not set, however will run correctly otherwise.

@vasylivy this seems to work okay with develop, let me know if you used a specific configuration for this test? I'll format the code and get it ready to merge, if this is good enough we can send you a patch with the update we made to svd in PR #2505
