Apply to_array helper

Improves #170

This PR aims at introducing to_array helper which is used in Transpose functions. For the compile time testing, we need a newer version of Kokkos.

We may need a newer version of Kokkos for nicer tests. Should we update Kokkos to 4.4 and update docs accordingly?
