Suggestion: option for explicit acknowledgements

For the conference I'm currently running, I found multiple cases of people not reviewing, but it wasn't that they were blowing it off, it's that they weren't noticing. In one case they changed jobs and never saw the email; in another case they just weren't noticing hotcrp mail and it even took multiple direct emails to get attention.

I think the system has a notion of when someone has logged into the system, but if they're logged in and it's cached, I don't think future uses of the site update the timestamp (or do they?) And just because they seem to have visited the site doesn't mean they're acting on it.

An explicit "check this box to acknowledge you know of these review requests" would be a useful feature. If someone hasn't done that after a week or two, they get pinged until they do.

Related: does mail that goes out from hotcrp and bounces generate a notification to the chairs? If not, is that possible to do?
